Translation file update not being applied to route.

Cloverleaf 5.3 on Win 2003.

I made a small change to two translation files. The I bounced the process. At first both of the changes were not taking effect.

I bounced the process again, and one of the changes is working. The other modification in the translation does not seem to be working.

When I run the translation through testing it works as designed. It seems like the system is still holding the old translation file and not applying the changed file. Any suggestions?
