sms_ib_reply and reply routing

For the record, we have completed some testing with regards to sms_ib_reply tps context. Our testing was prompted by the fact that we need to route replies from some of our outbound connections.  For purposes below, MSGID is the reply handle and OBMSGID is the ob sent message handle.
