Network Monitor showing different data for different users

We are running V3.8.1P under Windows 2000.

When two users connect to the server via Remote Desktop Client and start the Network Monitor one user gets a warning about a lock file, the other does not.

Both users are in the local administrators group.

The status of the interfaces and metrics shown are different between the two users.

From what I can see in the forum we are a long way back level.

Is there a free update?
