HRL – can the HRL be local and segments be global

I would like to define an HRL in a local site which references FRL files in the Master Site.

This would seem to be a natural – however I am getting an error when attempting to build the Xlate that indicates the Xlate Configurator cannot read hte FRL segment (seems to be trying to get them from the local formats direcotyr).

The files definitely show up in the pull down for the HRL configuration.

Is this supposed to be allowed but is a bug in 5.6 or is this not possible even in 5.8?
