Fix Cloverleaf Implementation of HL7 2.4 and greater

These are actually two suggestions in one.  

1.  In the HL7 configurator give us the ability to create a group out of a single segment.  Right now the only way to do this is to add a dummy segment, group it with the segment you want then delete the dummy segment.  This leaves the grouping in tacked with only one segment.

2.  Change the Implementation of the HL7 standards for 2.4 and greater so they work out of the box in Cloverleaf.  As an example, 2.4 and greater has multiple standalone ROL segments that end up being part of the 0(0) group.  The translation tool is not compatible with this standard as shipped as it does not know how to access the same segment name in a group.  Two segments in a group should force an error and the creation of a separate group.  

Currently, if you receive ROL segments you are now forced to create a variant no matter what.
