Error Database and Saving Thread messages question

HL7 message sent to a system has an “issue” and fails, then it gets logged in the Error Database.

Does the failed message also get logged in the Saved Messages file for that Thread?

Or, is it only logged in the Saved messages file if message is successfully delivered to receiving system?

  If the error occurs prior to delivery to the rece3iving system then it should not be in the Outbound thread’s Outbond SMAT.
