Does anyone understand the HL segment in a X12 msg?

We are struggling with the vendor getting the right # sequence in the HL segment – HL*3*2*21*0 or HL*3*2*21*1 for the subscriber when there is or isn’t dependents.  Same with HL*4*3*22*0 or HL*4*2*22*0 or HL*4*3*22*1, you know what I mean?!?  

We have read the description of what HL02 and HL04 are for, but can not figure it out.  Those are the 2 fields we can’t get.
