									<content:encoded><![CDATA[<p>The issue was that when xlating to XML, &#8220;&amp;&#8221; gets escaped to &#8220;&amp;amp;&#8221;.</p>
<p>Therefore, it makes sense that if prior to the FRL-XML xlate, if I had &#8220;^~&amp;amp;&#8221;, that it would once again escape the ampersand in that string.</p>

<p>After this Xlate is done, a post-proc modifies MSH-2 to be &#8220;^~&amp;amp;&#8221;.</p>
<p>Then this message goes to another thread an FRL-XML xlate.</p>
<p>The FRL is just one big field to hold the entire HL7 message.</p>

									<content:encoded><![CDATA[<p>I ended up doing an Xlate (FRL to XML) and this worked.</p>
<p>&nbsp;</p>
<p>As was mentioned, one field is holding the entire HL7 message.  I then use TCL in the xlate to grab individual pieces of the message as needed.  However, I&#8217;m also able to just copy over the entire HL7 message as well because it&#8217;s all in one field.</p>

<p>I&#8217;m attemping to take an HL7 message from our EMR and populate an XML transaction to send to our state immunization registry.  They want us to use a web-service to PUT the xml to them.</p>
