<p>Should this always be used?</p>

Doctools is a set of tcl scripts which includes an installer. Takes a few minutes to install. Then you just open the command window and write &#8220;docsite &#8220;. Borders on brilliant, imho.</p>
<p>Best part is what it produces, 2nd best, it&#8217;s free!</p>

It is really an impressive bit of programming, not to mention the excellent html results. Then I write the general documentation and workflows in Visio, linking the relevant parts down to the html created by Doctools.
