Hi David – i had the same issue with this version. I saved my NetConfig, closed it and the IDE, reopened it, and could call the proc. Not sure if this will help you – but worth a shot. Definitely annoying.
Its been a few years but I believe it was in System preferences – MonitorD Auto-Restart Feature: Disabled
May not apply if you have already removed the site.
I had a similar experience – we found that Global Monitor was set to always restart the monitorD. Not sure if you have Global Monitor, but if you do you could check that.

Donna – we only noticed it with new phones but proactively went with their Enterprise solution as Verizon indicated to us that texting as we were using it would not be supported at some point. We depend on text alerts for many things.

What we discovered with new phones is that Verizon is no longer supporting text @vtext.com and are promoting their Enterprise Messaging Acess Gateway solution. Contact Verizon for quote
