Xlate Include Action – when is the included module loaded?

All,

Does anyone know when an included Xlate (referenced via the new Xlate INCLUDE Action) loaded to memory cache?

Is it when the invoking Xlate is loaded or as the INCLUDE references the INCLUDED Xlate?

If the INCLUDEd Xlate is loaded with the parent, is there an option such that once could cause the INCLUDEd Xlate to exist only once in memory?
