Unable to start threads

I have a process with threads that use of pdl-tcp. when i start the process the dependant threads are not starting eventhough auto start is enabled. Tried to issue hcicmd commands as well with no luck.log file shows as
tcp-client: connect() failed. Remote server may be not UP or closed due to the port is taken for single server.
Any inputs please to resolve this ?
