Trouble opening SMATDB using CL tool

      I am having trouble opening a SMATDB file using the CL tool.  Is there another way around using the GUI (maybe using command line) to write the messages from SMAT to a newline or length encoded file?  We need to resend the records.

          Charlie Bursell has offered his hcismatdb tool which is a version he created of his hcismat tool which he created for the traditional SMAT files.

                  The only time I have experienced something similar, is on a Windows server, if I neglected to run the application as an administrator.

                    This the latest.  Note it is .txt so it will upload.  Change to .htc for Windows or just remove .txt if Unix and make it executable

                    I sally put it in contrib directory so I have a path.

                          I tried send the proc tour email but it bounced.  Any ideas.  Maybe change the suffix?

                          I tied uploading it to the forums as .htc suffix and then again as .txt and was rejected each time

                          Has anyone had any luck uploading a proc to the forum?
