We think we have upgraded our AIX box for DST and I get what I would expect when I use hcitcl to run your commands to test DST in TCL.
This leads me to wonder if you need to patch your OS for DST.
Here is what I get

Java 131.rte.bin ( we went from 1.3.1.17 to 1.3.1.18 )

Java14.sdk ( we went from 1.4.2.3 to 1.4.2.75 )
