Are you looking at results from the tester (Xlate tester that is)? If you are looking at the receiving system you need to confirm how the message looks coming out of the Xlate – the Xlate tester is best for that.
Also is there any Tcl as part of the COPy or post Xlate. If there is that could be affecting the outcome. This should not happen as a result of a COPY Action inside the Xlate so I suspect some Tcl somewhere is at play.
