Stop/Start threads via hci command(s)

One of our outbound lab threads uses fileset-Local to accumulate HL7 data in a file.  I need to write a simple .bat file to stop the thread, rename the file, and restart the thread.  Would someone know the hci commands to stop and start individual threads?  Thanks.

to stop:  hcicmd -p -c ‘ pstop’

to start:  hcicmd -p -c ‘ pstart’
