SMAT DB resending or saving to a file

We are currently on CL 6.1.2, AIX UNIX 7.1. When trying to resend or save message(s), I have found, when using advance criteria and selecting the NOT in the expression, the messages will not send or save. I found this while experimenting with and without the NOT.

Does anyone have another solution to use the NOT? Is there any documentation that shows how to use the SMAT DB search or specific examples? I found the ‘help topics’ to be unhelpful.
