It sounds like you ran hcitpsconvert even through there was need.
I wrote that script many years ago and it has a problem that I saw no need in fixing since it should only be run if updating from a pre-3.8.1 root to something newer – after we added the shutdown mode.
In the hcitpsconvert script, I use the mktclindex script as I convert a script to check for structual errors. I run mktclindex with a single file as the argument. I forgor to add a statement at the end of the script to run mktclindex *.tcl. Therefore all that is in the tclIndex file is the results of the last file converted.
As I said, few, if anyone, should require this script today. In any case the install guide was supposed to have a caveat that you must run mktclindex after running hcitpsconvert.
