Semaphore files after a failover

We had a hardware failover last night and for the most part things worked OK. Did notice that all the semaphore files in the exec directories had the creation dates from the last time we did a controlled failover where we bring down things in an orderly fashon. Should we be concerned? Thought these would get recreated? What recreates these files?
