rlog and dchain

I notice in the “clean-up instructions for customers” document, after doing a hcidbinit -A -C, there is a a keybuild rlog & dchain rlog and keybuild elog & dchain elog steps.  If you re-initialize the recovery database and in essence wipe it out,  are the keybuild and dchain steps neccessary?
