Not able to start processes

I am trying to stop or restart process controls and I am not able to start them.

I looked to see that is not already running multiple times and is not. Is there a way to force them to stop? I already killed them a couple time and it did kill them, but in the gui monitor still shows running

  First refresh your Netmonitor.
  
  If it still shows the process as running, open the file named “pid” in the process directory to see the pid id it thinks is running.
  
  Check the system status.
  
  If there is a pid running with that number but it is NOT the Cloverleaf process in question, remove the pid file and restart your process.
