Graham,

  We are running prod and test on CL 5.8.4 on Win2008 R2 Standard Edition (64-bit) in a VM. We have not encountered the issue you are experiencing.

I think this is happening because your database has been created by a different user. Usually happens when a site is started by the wrong user.

Not sure how it works in windows, but for unix:

check the $HCISITEDIR/exec/databases directory and make sure they have been created by the right user. if they havn’t change the owner/delete them.

The semaphores in exec may also need deletion (stop the site first).

We’re using 5.8.4 under Windows and got a -931 error once – just after clearing up a -921 error.

We were told that the -931 error can be caused by backup or virusscan processes that cause a user lock on cloverleaf files.

We were advised to exclude the exec subdirs from backup/virusscan actions.

I haven’t followed this advice yet, cause the error hasn’t reccured.
