How to turn an OBX into an NTE

i have been tasked with converting OBX segments into NTE segments IF the OBR.18 = REFER. This is something i have yet to do so not sure how to tackle it. I am using a standard 2.3 ORU variant for IB and OB and bulkcopy

Here is the request:

Make the OBX segments NTE segments.  Map OBX-3.2 and OBX-5 to NTE-3 concatenating the two fields, you will need to add some spaces between the two fields since you are concatenating them
