hcialertcheck

Can someone tell me what the hcialertcheck actually checks?   What does it check against?

I know this sounds stupid, but it would be nice it if validated that the threads listed in the file actually existed on the site.    I had an alert file that I was working with after an upgrade was performed here.  One of the threads in the alert file no longer existed but the hcialertcheck validation came out okay.
