Failure in Xlate

Not sure how to fix this, the field contains XXXXXXXXXXXXXXXXXXXX, and the field is designated as length of 25 and ST. I do know that it should probably not contain this value, but that is another issue. Any direction is greatly appreciated. Thanks.
