Engine Panic

We are having an issue with one particular thread. When we try and shut the thread down it will cause the engine to panic every time. All other threads are fine except for this one.

I would start by turning up the EO on the thread before shutting it down, then see what the log shows just before the panic.  I would suspect, that if it is a particular thread that is causing the panic, you may want to take look at any procs that are employed on that thread, specifically any code that may be in the ‘shutdown’ context in any proc associated with that thread.
