CSC Question/help

We have the CSC through relay health and have an issue. Any time the process/thread gets restarted in our current CL5.4.1 environment the connection to the CSC gets dropped and doesnt immediately come back up. We have this with a few results applications but once a message is sent it goes up and all is good but when a message is sent from the CSC to CL it may take 4-5 minutes for the connection to go UP and recieve the message. Sometimes it takes even longer. Relay Health says that they have sent the message and they dont know why it takes that long to go up. Anyone else have this issue or know of anything i can check?
