Create new segment in result message

We are receiving a result without an ORC segment, and the result is rejected due to the missing segment. I have changed the segment in the variant to be optional, but it fails because it is required by our HIS system. I have attempted to add the segment in an xlate by copying the OBR segment to the nonexisting ORC segment, but this option does not work.

Any advice on creating a missing segment will be greatly appreciated.
