Cloverleaf 19.1.1 error starting hostserver (hciss)

Hello, we just installed CIS 19.1.1 in our test environment (AIX 7.1.0.0).

When we attempt to start the hostserver from the command line (hciss -s h) it does not start, and we get this error info in $HCIROOT/server/logs/hostserver_startup_errors.log:

exec(): 0509-036 Cannot load program /cloverleaf/cis19.1/integrator/bin/hcicrypt because of the following errors:
0509-130 Symbol resolution failed for hcicrypt because:
0509-136 Symbol __apl__Q2_3std12basic_stringXTcTQ2_3std11char_traitsXTc_TQ2_3std9allocatorXTc__FPCc (number 70) is not exported from
dependent module /usr/lib/libC.a(ansi_32.o).
0509-192 Examine .loader section symbols with the
‘dump -Tv’ command.

Any ideas what this means?  We have never seen this before.
