Block Remote Commands feature in the GUI without Advanced Security

Is there a way to block the Remote Commands feature without implementing Advanced Security?  We use Basic Security and I would like to grant users access to the GUI without exposing an unfiltered command line.  Searching the archives, the only option appears to be custom java code.

I’m hoping to just disable the feature altogether.

We have basic security setup on 6.1.2.  In the hciserveradmin tool, we can disable launch bar tools and can give specific users access in the exception list.
