API Call TCL Error

Hey guys-

Our group is converting to Linux and I migrated a TCL that was sending out an API call to get information. The Linux version is working fine, but the Windows one is now throwing this error:

Any idea on what might be causing this error? The code is the same in both Linux and Windows. Not sure why the Windows one stopped working. Any help is much appreciated.
