In 6.2 and above, SMAT DB is enabled by default for newly-created sites. If you migrate a site from an older release, you’ll have to turn it on yourself:
Options->Site Preferences->SMAT
Check “Save into Database”
There is a hcismatconvert utility that will convert file-based SMAT into SMAT DB.
