      FOR Hl7 VARAIANTs search chain app site, mastersite and root

      Environment scenario: site_app1/formats, root-mastersite/formats, root/formats

      we had variant in site_app1/formats/hl7/2.5.1/var1

      we also had different variant named the same  in root-mastersite/formats/hl7/2.5.1/var1

      Why did runtime “see” root-mastersite BEFORE site_app1 ???????

          happening in 19.1.2.1 as well  🙁   – picking up on mastersite format before seeing local site variant   (shouldnt it see the local site variant FIRST and then look for the variantin the root-mastersite?
