I do not have an example of how to call a TCL script from CGI; however, I have an approach that might be a good alternative.
I have a set of script(s) that run every 10 minutes to create HTML web pages that are snapshots of any running site along with thread stats of interest.
I rdist those HTML pages onto a central test server which I have HTTP running on and can view them in a web browser.
It has been very usefull to get a quick overview of everything for the on-call person.

Here is a partial screen shot of what it looks like and I see I have 106K messages backed up from a down system, so might be time to go into down mode – I better contact on-call person.
