Do you suspect the messages are stuck in state 7? The only reason that this could normally happen is if the messages were processed through translation while the outbound (OB) thread was off, the OB thread was renamed and then turned on.
Take a look at the database dump of those messages and see if the destination thread name exactly matches the actual thread name in the NetConfig.
If you want to resend those messages then dump them into a file (using ‘hcidbdump’) and then resend the messages using the network monitor.
