I have seen 2 conditions that cause problems with saving the NetConfig.

1) Someone else has the lock on the file and you are in read only mode.

or

2) NetConfig gui appears to validate that all of the required directories are there.  Even if the directory is empty, it still needs to be there.

Not sure either of these will be your resolve, good luck….
