I asked the same question. The encapsulation is the same as any other interface.  This is a Connection Level Acknowlegdement.

The Eclipsys response was there are other accts that interface to SCM using Cloverleaf that can explain it better in a manner I could understand.

I am hoping to get that explaination here.
