Process start date>thread start date after restart

We are on 6.2. If I bounce a process, the start date that I show when I run hciprocstatus is different than the threads that are under that process. I am thinking this is just a timestamp issue. has anyone else seen this? All our timestamps in test and prd are out of sync. I have done a site cleanup and after a few days, they were out of sync.
