Why would format in xlate change from vr to fr automatically

After I have to reconfigure an xlate.  . . .

When I run the xlate via the testing tool, the next time I run it I get the following message.

0:TEST] Record definition load failed: FRL config file does not exist in neither site nor master site

[0:TEST] FrioLoadData() failed: FRL config file does not exist in neither site nor master site

[0:TEST] unable to load FRL definition ‘834DSNPflatfullfile.vrl’

[0:TEST] Can’t get record definition for ‘fr 834DSNPflatfullfile.vrl’.

[0:TEST] Unable to compile XLT ‘834DNSPOuboundAllVendors.xlt’.

Just wondering why . . . .
