MSH.7 timestamp based on Region Change

I have a vendor that sends me the ADT’s and SIU’s with the MSH.7 timestamp in EST time zone, we are in the CST time zone, is there a way to convert the timestamp base on the region either in a proc or the xlate.  Would appreciate your ideals.
