Converting Text to RTF

We are sending Dictated Reports from Meditech to Nextgen.  In Nextgen the Doc’s will open the reports edit them and then sign them.  The problem we are having is the reports are sent with a Header on each page and after the Doc’s review and edit it will throw the location of the header off by however many lines were added or subtracted from the document.  Apparently the only way Nextgen can handle a Header that isn’t treated as regular text is if you send the document to them in RTF format where the header would be encoded as a header.  Has anyone written any TCL to handle converting straight text to RTF?
