Extended ASCII Codes in data

I am working with a new transcription system that allows Extended ASCII Codes and is failing when it parses in Cloverleaf. I am hoping that someone else has had to deal with these characters. Here is what I am getting:

>Ã¢<80><98>Ã¢<80><99>Ã¢<80><9a>Ã¢<80><9c>Ã¢<80>?Ã¢<80><9e>

  If you’re using 5.8 you’ll need to select the correct encoding that the sending system is using. It’s important to note that the ASCII encoding default does not cover extended ascii.
  
  Ask the vendor what codeset they are using and select that from the dropdown in thread properties under Encoding.
  
  If you have a file you are testing with, you can select encoding from the testing tool as well.

  This is coming within the regular text. They are things that the transcriptionist can add when typing a report. They are all used in medical terminology.
