multiple Procs in TPS In bound reply

I am trying to add mutiple procs to the TPS In bound reply for a outbound Client protocol thread and found that the engine will execute

  What is the first proc doing regarding the reply message disposition?
  
  If there is no message when the first proc ends, then the next items in the stack will not be executed (what is the use if there is no message)?
  
  Also make sure the first proc did not terminate.
  
  I would also turn up the noise level and review the log.
