Deleted Message in Recovery Database still sent/received.

  Discovered that the thread has to be down when the message is deleted from the Recovery Database. If it is, when the thread is brought back up the message will be totally gone. If not even though it looks like the message is gone, it is not.

  That is correct; the engine keeps a copy of the message in memory (for speed) as well as the recovery database. So, if you need to delete a message from the recovery database, you need to stop the thread as well.
