Fail to resend

We have a problem using SMAT to resent the inbound msg. It worked fine.

only different is now that the lock magner is not start, and we can not start the lock manger(another issue). When we doing SMART, it fozen a while and return pop message said,”… commond code 75, … and time expired,assuming the process is hung…”, actually the process/ thread is up and running ,through which the SMAT file would like to send… any ideal?
