Message Priority

I know there has been discussion on changing priority on messages.  Where is the first location that a message’s priority could be changed?  For instance could it be changed the moment it is recieved by the inbound protocol before the tps_inbound and the xlates?  Or when the original location that assigns priority, can this be made conditional based on message type?
