XML and Active Nulls

A new interface is being built for a customer that regularly sends active nulls in their HL7 data. It is used when expressing a change of their data from being filled with some data and later being changed to null. When translating the data from HL7 to XML, the translate does nothing to represent null data in the XML.
Why wouldn’t Cloverleaf’s xlate create a
for each null value copied to the XML format ??
