has anyone experienced a problem with an intersite connection queueing

up when the outbound connection, in another site is down or opening?

The connection is tcpip intersite from one site to another. The outbound connection is a VPN connection.

The intersite connection is configured as outbound only.?

  Yes.
  
  We have a few Cloverleaf sites where we see this problem.
  
  We have multiple Cloverleaf ADT sites communicating to one ‘application’ site that feeds multple application socket listeners.
  
  If one of the application sockets listemners is down for a while we sometimes see an OB queue in the ADT sites.
  
  We have seen this in revs 3.5.2, 3.5.5(our current prod) and 5.2.1.
