XML configuration files

Use standard XML for Netconfig, Xlate, and other configuration files.  Also provide and conform to a schema, defined by Quovadx.  Standard XML would give users the ability to build some cool utilities.  Documentation, reporting, eventually as MASS update function that would allow for global site-level changes.
