Error doing mkpkgindex

On Cloverleaf 2209 and I have copied over some packages that loaded fine in previous release (using Tcl 8.4). Now using Tcl 8.6.

But now I get this error when trying to do the mkpkgindex:

warning: error while sourcing oth_id_sites_v2.pkg: unknown namespace in import pattern “::msgcat::mcload”

So what clues can I extract from the above to help me find out what pkg_mkIndex does not like?

  Russ Ross pointed me to an archived clovertech thread where we had this same issue at MDACC in release 6.0 of Cloverleaf.
  
  It turns out the clock command was the offender then. I will manually edit the pkgIndex file on this release (that is what I had to do in 6.0) and make sure the package runs.
  
  I will report back if that allows me to get running.

  OK different release, same problem. The clock command and pkg_mkindex don’t play well together.
  
  Once I edited the pkgIndex file manually to add my package all worked fine.
